HQ Seem to be the most common place for him and is likely a 100% spawn location whenever the HQ resets. Other locations seem to be more rare spawns. He can be recognize by using an suppressed AK-74M with Elcan Specter-sight, Black beret and green Aviator-glasses. Upon reaching the houses before going out into the open, engage the UNLRA HQ from across the water and take cover in-between shots. You will be able to clear out a lot of them from cover, while the rest of them will push out towards you. Take your time, make sure to have extra mags topped-off and have a few grenades with you. If you play it right and don't rush it, you can easily take care of any hostiles that would otherwise see you moving out too the location.
