Are you simultaneously a Star Wars and Suzerain fan? Then this guide is for you. Lead Sordland(Galactic Empire) with Palpatine-minded Anton Rayne and Make Sordland Great Again! Introduction I decided to update this guide after seeing that the people still want me to do this. This guide is from my own experience and will help people to effectively create as close to a "Great Sordish (Galactic) Empire'' as possible. This strategy has multiple advantages. I will show you how one man is able to trick all the people and pave his way from a Senator to the Emperor. Below you can see what we will achieve as our main goals. Main Goals 1. Put Sordland on a road to become a significant regional power. Today, the Great Sordish Dream is renewed! Nobody can hold us back! 2. A militarily successful Sordland, which stood up to Rumburg alone, succeeded on the battlefield and conquered some new northern territory for the Empire. Almost all nations around us are trembling before the Sordish Imperial Military Might! 3. An economically prosperous nation that ushered in the Sordish recovery, saw rebounds in infrastructure and production levels and successfully industrialized the Empire. Our neighbors are jealous of us. 4. A neutered opposition thanks to SSP(as Star Wars equivalent, ISB), winning over the USP and becoming the SENATE(according to Star Wars Lore). 5. A close to fully dictatorial constitution, giving you as close to full powers as the assembly would allow(almost makes you de-facto Emperor) whilst also maximizing all privileges and minimizing all concessions. Anyways, that’s enough gabbling, so without further ado let's dive into this route. I. Prologue * In terms of roleplaying, the prologue where you created Rayne was really important, because it provided a foundation for Rayne's characterization and gave me a good grasp on how he has become powerful with the Dark Side of the Force just as Palpatine. I will add Palpatine’s quotes from time to time in bold and italic style, just like this. * Family background: Wealthy family in Lachaven. I’m picking this choice, because according to Star Wars Lore, Palpatine’s family was wealthy. Also money you get from investing is so useful, more than enough to offset the minor unpopularity of being rich. * Educational background: History at the Deyr University of Culture. "Did you ever hear the tragedy of Darth Plagueis the Wise?" * When Deivid Wisci, your friend and mentor, teaches you why Realpolitik is important for a successful foreign policy, agree in principle. This is important for roleplaying; Palpatine would indeed promote this type of policy. * Coup of '27: Avoid any confrontations. "Have you ever heard the Tragedy of Darth Artor Wisci the Liberal? It's not the story that Sollists would tell you. It’s a Monarchists’ legend." Palpatine would never protest and make himself a target to the military and would avoid any confrontation. Besides, Rayne knows that General Eduard Luderin is monarchist and nationalist. Even though he was born in a wealthy family in Lachaven, where is the hive of liberals, he has tendencies towards nationalism and monarchy(which pave the road to become more powerful with the Dark Side of the Force). So why would he protest against him? From his perspective, Luderin saves the country by declaring martial law to enforce security and order. Rayne saw the flaws of the system that Artor S. Wisci created, how it caused such problems and he will be sure that liberal democratic republic is not the way forward and this will pave the way for him to become Palpatine. * Join a political debate group. Palpatine is a very well oratory-skilled person. You also want to impress and manipulate people with your oratory skills, so it’s wise to choose this option. * When you meet with Monica and she mentions to you that she was a volunteer for the Sordish League of Women, tell her you wholeheartedly support her cause. Always be gentle to Monica and support her verbally, but don’t support her cause entirely. * Joining the political organization: Join the Young Sords. Palpatine was also racist and monarchist, from a certain point of view. But he would never take any side in the midst of the chaos... unless one of those sides benefits him. The Young Sords advocate racism, ultra-nationalism and also have monarchist sentiments. Rayne is nationalist and monarchist, so it’s natural for him to support them. But he is also Palpatine-minded, which means he has plans for the future and he thinks that siding with them now will benefit him in the long run. * Stay at the protest and warn the girl. Don’t try to save her. Palpatine never risked his life for anyone. For metagaming, you will have a story to tell Franc named “Did you ever hear the tragedy of Darth Girl the Unwise?” * The Coup of '27 and the Sordish Civil War have a traumatic impact on Rayne's psyche that can't be overstated. They are the point-of-divergence between this Rayne and democrat Rayne; democrat Rayne's faith in democracy and idealism emerge stronger from the crucible of violence; whereas for this Rayne it changes him in a way that he does not truly realize it and makes him more brutal, authoritarian and very powerful with the Dark Side of the Force. He has understood that staying away from politics doesn’t solve problems, so he decided to ACT! * Soll Restores the Republic: Vote for the United Sordland Party. This is another crucial stage in the evolution of Rayne's political philosophy. To him, Tarquin Soll is a hero, idol, somebody who, through power and sharp political acumen, reforged a country. * Wehlen Civil War: Escort the refugees back. Rayne doesn’t have empathy for the refugees. He's not about to let unvetted people into the country at the time when Sordland is still fragile. He thinks the Republic needs more security and order. In terms of meta gaming, this is a positive modifier to your relations with the military. * Joining USP: Working for the ruling party was the easiest path to power. Remember what I have written above? About Rayne deciding to ACT? Well, now is the time. Palpatine was opportunist and greedy for power. That’s also the same for our Rayne. * Soll’s offer to become the youngest member of Assembly: Accept right away. Of course, you want to climb up the ladder to become more popular and more powerful. Besides, Palpatine also started his political career as a Senator in the Galactic Senate. * Soll’s 3rd Election Win: Sacrifice family time to improve your position in the party. It is an easier way to rise up in the party ranks and important to become more popular in the party. * Soll's 5th Election Win: You watched from the sidelines. Palpatine also would have not chosen a side and watched from the sidelines. By now Rayne knows that Soll’s reputation is going down, but he also doesn’t want to antagonize with growing opposition. Soll desperately needs your support and offers you a position in the cabinet in exchange for your support. Use this opportunity for your own good. Accept Soll's deal and vote for Tarquin Soll. * Alphonso was elected chairman of USP: You didn’t care who was in charge. Since Soll’s gone, you didn’t care who was in charge anymore. Because you have become very ambitious and thought that YOU should be in charge instead. * Alphonso is USP Chairman: Join the party effort and campaign for Ewald Alphonso. Why? Don’t ask me why. This is exactly what faceless Palpatine would do. Well, our Rayne is opportunist and he understands that supporting incumbent party leader and business magnate like Alphonso would benefit him in the long run. * Alphonso was elected President: You tried all that was necessary to climb up the ladder. That was always my intention. * Economic Crisis: You worried that your reputation would be tarnished along with Alphonso. After that, you used your oratory skills and asked him to step down. Our Rayne will use more diplomatic ways to dissuade Alphonso and fortunately, he listened to us. * Elections: Promise to preserve national values. We should protect our Republic from any threat and foreign influence! II. A Note on Roleplaying For those who want to roleplay, this strategy is as close as possible to Palpatine’s perspective. It means you are mastered in the Dark Triad aka the Dark Side of the Force: 1. NARCISSISM. Your thoughts are utterly narcissistic. You’re boasting that the only person destined to bring Sordland(Great Sordish Empire) into the bright future is you. 2. MACHIAVELLIANISM. You're a patient and manipulative person, playing with people during your entire term to implement your plans, sometimes lying even to your own family. You can’t be trusted. However, your actions not only benefit yourself, but also benefit your so-called Empire and to some extent, its people. 3. PSYCHOPATHY. You don't hesitate to torture and kill if your reputation is at risk to be tarnished by anyone, even that person is very close to you. You feel no empathy for anyone, including your family. You enjoy making people suffer. Besides, you have an agenda full of great plans to Make Sordland Great Again(yes, you’re VERY ambitious). But in order to make them real, the only way is being authoritarian and you also are aware that your path will be challenging. You recognize that the Sordish executive branch has a lot of power, but Sordland is an illiberal democracy and not an authoritarian Empire. You don’t have unchecked power; there are other powerful factions and people that can check your authority. You cannot bulldoze your way through opposition. So you need to be kind and diplomatic to everyone and to every country, even to Rumburg(at least until their due time comes) to make your plans real. You need to be cunning, you need to say what people want to hear, you need to keep your true goals close to your chest as much as possible for as long as possible, and build a strong base of support. This guide is more for adopting pragmatism, following and fully conforming to the ideals of (the Dark Side of the Force) authoritarianism and creating the practical conditions of a kleptocratic/totalitarian Empire also. Chapter 1: President Rayne (Chancellor Palpatine) - “A New Hope” Turn 1 * Election Promises * Economy: Planned Economy. According to Star Wars Lore, while there were many small/medium businesses of the people and large corporations of Oligarchs in the Empire and the New Order tolerated corporate competition, the Imperial Period saw dramatic increases in state control and centralization of economic procedures. At the same time, the Empire also wished to ensure the companies allow their coffers to be used for the greater good. Palpatine punished those Oligarchs by confiscating their assets who didn’t serve his ends. He fully nationalized the Trade Federation, the Techno Union, the Commerce Guild, the Corporate Alliance, the Hyper-Communications Cartel and majority shares of the InterGalactic Banking Clan. Therefore I believe we should have a full command economy. * Diplomacy: Remain Neutral. Our only ally is the Dark Side of the Force. * Immigration: Toughen Immigration Laws. As I have stated before, we must protect our borders from illegal immigration and by extension, from foreign influence. * Term Focus: Defence. It makes sense for Palpatine-minded Rayne who values Sordish Military Might and dreams of forming the Empire to focus on beefing up his military. Let’s remember how Palpatine has strengthened the Empire by investing in the military, including chemical weapons and super-weapons. Especially for metagaming, it’s necessary to win the solo war. * Inaugural Speech: Focus on unity, standing together, Sordland is above all in the world and a united and powerful Sordland(pretty populist speech). * Briefing on the Current Political Situation: " It means: * Insist on a Constitution that will give the president wide-ranging powers. * Refuse to limit your veto powers. When Lucian and Petr want to dissuade you from this decision, then shout “There is only one plan—one great design which shall govern the universe—mine!” It means: * State that the president must exercise his powers to maintain stability. * Only support a constitution that strengthens your position and order them to reach out to the NFP. * Briefing on the Current Economic Situation: * Learn every single information about the economy, but promote a planned economy as we promised nevertheless. * Meeting on the Media Strategy: * State that the media is a tool to be used and agree to meet Marcel Koronti. He has no choice but to serve us. As Palpatine has said once: “Those who do not serve my ends, no matter how powerful they are, will be eliminated.” * Invest in Mega-Infrastructure: * Invest in a mega-infrastructure project (-1 Government Budget). We want to become a significant regional power, then we should build modern infrastructure that will help us to build a very strong economy by supporting businesses. It will also help us to fund our super-weapons in the future. The Budget will go from 8 to 7. * Electoral Campaign Finance Bill: Sign. This bill will pave the road for you to become the SENATE. * Discussion on the Potential Infrastructure Projects: * L-1 high speed railway project. This will improve the national economy the most, connecting your two economic powerhouses and as I have mentioned above, it sets the stage for your greater plans. Palpatine also focused only on the Inner Rim in the Galactic System and didn’t care about the Outer Rim. It also helps you to build good relations with the Oligarchs and Gus will be eager to offer you investment opportunities. * Invest in Arcasian Company Stocks: * Buy 3000 shares (-3 Personal Wealth). Your Personal Wealth is now 0. * Reception at the Inaugural Ball: * Play with your family, say what they want to hear, even though you won’t support them till the end. Be firm and kind to Franc, even though he is an ungrateful brat. When he fails you, you will rightfully send him to the army nevertheless to prove himself. * When the SBC Reporter interviews you, express your intent to work with opposition if they are willing to support you * Say you want other parties to join him in this endeavor * When queried about the Campaign Finance Bill, insist you signed it so that USP stays in power long enough to truly bring democracy to this country. Yes, “I love democracy. I love the republic”. * When talking with Remus Holstron, share his thoughts about nationalism and patriotism. He is very powerful with the Dark Side of the Force, by the way. * When Monica talks about fighting for women's rights, say that you will work together to accomplish that. Of course you’re lying. Remember what I said about his machiavellian-style approach to the people, even to his own family. Turn 2 * Dinner with the Family at Home: * Just tell what they want to hear and pretend you care about them. * Security Briefing on the Threats Against Sordland: * Just iterate on needing security, safety and order. Be respectful to all of them. * React to the Unrest: * Visit affected towns in person. Remember how I described picturing Rayne as cunning? How he loves to manipulate and sway people around? Well, now's the chance to demonstrate that. If he was the Emperor already, he would expand the police force or call protestors traitors. But he’s not the Emperor, yet. Even though Rayne doesn’t truly care about people, he doesn't lose sight of his true goal. For now, ending the unrest and a display of fake compassion is much more effective in cooling unrest than police force. * End of the Day at the Maroon Palace: * You have to take Tusk’s bribe. When he tries to bribe you, tell him that he can do better than that amount. * Take the enlarged bribe(+2 Personal Wealth). Our Rayne has no problem with extra money and he can use this money for some purposes later. Besides, we aren’t obliged to honor his deal. * Lie to Livia and tell her you didn't take the bribe. * Economic Relief Plan: * Don’t enact. Why would I give you free money? WHY? Especially when it costs 2 Government Budget??? As Palpatine-minded president, I don’t care about ordinary people or some private businesses. We need our hard-earned government budget to fund our great plans. Go and earn your money yourselves, you dumb fools! * Meeting with Marcel Koronti: * Accept Koronti's deal. “Ah yeeeeesssss, he would be a great asset”. Palpatine would approve this decision. Rayne realizes that having a partner in the media shaping news favorably for him is an incredible advantage, particularly when pursuing centralization of power. From a metagame perspective, Koronti is extremely helpful in boosting your popularity. Since we're playing Palpatine wannabe Rayne, it's foolish to not take the deal. Because the media is a very important tool to achieve the full power of the Dark Side. * Finalization of the L-1 Railway Contract: * Taurus Holding(No Budget Cost). Well, our Rayne has other plans for the country so he doesn’t want to honor his deal and loves to trick people, especially those who are untrustworthy and thus unworthy of his end of the bargain. By choosing Taurus, even though we won’t stay consistent with our economic policy. Palpatine wouldn’t bother himself to stay consistent and wouldn’t spend more unnecessary money. * Funeral of Bernard Circas: * Attend the funeral. Rayne doesn't think much of Bernard Circas; to him in fact, Circas(literally Circus) was an idealistic fool preaching a pernicious ideology. But a show of grace will go a long way to stabilizing the country. * Let Serge carry your umbrella. * Let the Red Youth attend the funeral. Rayne does not like the Red Youth at all, but at this extremely public event a magnanimous gesture can really win hearts and minds while heavy handedness can alienate the public. * Regardless of his ideology, this was a heinous act made towards a good man. * Interpret this attack as an attack against Sordland and by extension, against you personally. * Emphasize breaking the cycle of violence * Recite one of Circas' poems * A moment of silence * A Morgna wes core! * Briefing on the Current Diplomatic Situation: * Write an official diplomatic response condemning this unreasonable act. Rayne is diplomatic just as Palpatine, even to Rumburg until their due time comes. Now it’s not the time for further escalation. Patience, my friend. Also, this will help us in the interview with Tuomas Sacker to create our “peaceful” image and their aggressive, expansionist stance. This will be also helpful in that OMEC will expel Rumburg and after the AN summit, both superpowers will sanction them. It will damage their economy and reputation as a country. Then, Rayne will say this to Beatrice: “Now you will experience the full power of the Dark Side”. * Tourism and Cultural Preservation Act: Sign. Earlier in his reign, Palpatine was friendly towards diversity all across the Republic and he developed some regions which were located in the Inner Rim. That’s why we sign this Act also. The Government Budget is going from 7 to 6. * Briefing on the results from the Reform Committee: * Endorse Lucian's scheme to create new loopholes for vetoes. * Reiterate your intent to remove the Supreme Court's vote on amendments. * Meeting with Chief Justice Orso Hawker: * Refuse to work with Hawker to declare an emergency. Yes, most of you will say that Palpatine has declared a state of emergency prior to the Clone Wars. But how? Actually, his Emergency Powers Act was an amendment to the Galactic Constitution passed at the very start of the Separatist Crisis in 24 BBY to allow him to remain Supreme Chancellor long after the expiration of his elected terms. The act also granted powers for chancellors to make instant decisions without the need for full senate approval. Do you see where I am getting at? Palpatine wasn’t anyone’s pawn, on the contrary, many people were his pawns. He was the mastermind behind the messes called Separatist Crisis and the Clone Wars after that. Continue to talk with Hawker alone, then say you will proceed with the reforms. When he says “was this all a joke to you?”, tell him that you wanted to learn about his intentions. Such a Palpatine-style behavior. He will be very furious. "Oh yeeeesss, give in to your anger. Only then you will be strong enough with the Dark Side, Lord Hawker." Turn 3 * Presidential Visit to Narbel: From a full roleplaying aspect, tell Serge that you’ll fix the economy. Don’t pay him(I’m sorry, guys). * Meeting with Manger and Alphonso on Gasom: In the Gasom meeting, agree with Gus's plan on Gruni. Meet with Alphonso. Pick these dialogue options to have Alphonso do something right for once: 1. "Good to see you Gus, I want to talk about what we can do to help the development here." 2. "Gus, I'm intrigued by your vision. I'll seriously consider your proposal." 3. "Alphonso sure knows how to make an entrance." 4. "You’ve got a point, Gus. We’ve got to play this smart. We can’t risk another economic blow." 5. "I'm here because something needs to be done about Narbel's living standards'' 6. "I understand. Support the business, and we support the economy." 7. "A Qinali architect is an odd choice." 8. "President Alphonso. It's nice to see what you have built from the inside." 9. "Don't we all yearn to be remembered and to make a meaningful contribution?" 10. "I cannot help but empathize with individuals who invest their utmost dedication and passion into their work." 11. "That makes sense. Foreign investors will bring much needed capital and expertise." 12. "If your analysis is correct, any investment would also make returns and secure further gas." 13. "We've got the budget for it. And such a cooperation could be beneficial." 14. "If we are to invest in Gasom, I want to make sure that the company is also committed to improving the socio-economic conditions in Narbel. (Your concession for investing in Gasom)." 15. "I see the potential for Gasom to drive Sordland's energy independence. But we need to make sure that this is a sustainable solution." 16. "We're investing alone. Sordland will provide the majority of funds, and Gus will tell Rizia to back off [6-2 = 4 GB]" 17. "We need to address these concerns. They can jeopardize the administration." 18. "The workers of Gasom need better housing, access to healthcare, and opportunities for education. As the leading industry there, It can't ignore its responsibility. (Now Alphonso listens to you after investing in his company)." 19. "That's reassuring to hear. I trust that you'll follow through on these commitments." 20. "I think we should face the crowd head on (Let the weasel run off. You've persuaded him to give workers in Gasom improved work conditions)." * Leave Gasom Facility and Narbel: * Address the protesters and leave via car. * Address the protesters and leave via car: * Announce that negotiations have been successful with Gasom. Shake hands with Denis and Katarina. You'll get to leave peacefully and gain a huge public opinion boost. Also helps with lowering unrest. * Ban Youth Organizations: * Don’t ban. Rayne would love to ban the Red Youth. Politically, however, it would be a risky move. The protests are getting calmer and the last thing he wants to do is fan the flames. * GREEN Act: Veto. Why would I sign this ridiculous low-priority Act? We don’t give a damn about some climate change things and it would hamper our ability to recover. We need our Government Budgets to spend somewhere more important! * Finalization of the Drafted Constitutional Changes: * Presidential Vetoes: Limit but establish a pocket veto loophole. With your “loyal” servant, Koronti’s media on your side, this amendment gives you enough public pressure to present the constitution as progressive, although you keep an absolute veto should you want to use it. * Constitutional Amendment Process: Remove Supreme Court's vote. Your desired and only option. * Impeachment Process: The Assembly and the Supreme Court may impeach with majority in both. Palpatine wouldn’t allow anyone to remove him from power. But since you will eventually become the SENATE and will be able to reshuffle the Supreme Court and establish your New Guard within it, technically you’ll be unimpeachable. * Appointment of Ministers: Confidence vote is required. A nice sop to demands for reform, this will also appeal to the National Front Party, whose support will be critical. Probably the most contradictory part of the constitution to our playstyle, but it increases all factions' willingness to back the constitution and, in practice, the USP will always have a majority in the assembly. * Electoral Threshold: Increase threshold to 15%. This attracts the support of veteran USP Members of the Assembly whilst also making it harder for other parties to get in. Also this will help you to become the SENATE. * Presidential Decrees: Establish stronger presidential decrees. Basically the most dictatorial element of the constitution. Also similar to Palpatine’s Emergency Powers Act. Gives you free reign on your decrees and allows you to pass other bills without having to go through the assembly. Palpatine would definitely approve this. * Term Limits: Do not change. Not needed for passing the constitution, so why not allow yourself unlimited terms? Especially, if you intend to become the Emperor. Besides, it’s also corresponding with Palpatine’s EPA(Emergency Powers Act). * Immunity of Justices: President picks justice appointments. Palpatine-minded Rayne would get rid of those grumpy old men(and Mrs. Edmonds) and would fill it with his pawns. I wish I could fry them up with Force Lightning, just like Palpatine. * Honorary Membership of Tarquin Soll: Abolish the “Member of Honor” title. We would like to reduce his influence over the party and the country. That’s why this clause is necessary. * Meeting on the Energy Protection Act of 1932: * Increase foreign ownership threshold to 49%. Although Rayne has some important reservations about EPA because he wants a more state-controlled economy, somehow he is swayed by his mentor Deivid Wisci with sensible arguments and decides to increase the threshold to 49% in order to maintain energy prices, improve economic growth and retain state control over energy resources simultaneously. * Dinner with the National Business Council Members: * Refuse to promise Tusk a tax cut for major corporations or just ignore him at all. We need taxes to pay for ministry funding and welfare spending. * Budget Allocation of the Government of Sordland: * Healthcare: Increase (-3 Government Budget) * Law & Order: Increase (-3 Government Budget) * Education: Maintain (0 Government Budget) * Military: Increase (-3 Government Budget) * In total, that's -9 budget points, bringing the national budget to -5 Budget. Quick Note: I have read the comments under another post before in Reddit that suggested that I should decrease funding for welfare services because Palpatine never cared about the well-being of the people. Yes, it’s true. But actually, the Galactic Republic wasn’t so regressive at the beginning of his term and people all across the Galaxy had mediocre welfare services at least. That’s why we will increase the funding for all of the ministries except education because we will privatize it. IV. Chapter 2: A New Sordland - “The Phantom Menace” Turn 4 * Workers' Rights Act: Veto. Especially for Section V. Why should migrant and undocumented workers have the same rights as the citizens of the Republic??? NO WAY! Budget is more valuable than the benefits, plus Palpatine-minded Rayne would not be that friendly towards workers rights. * Regional Investment Decision: * Invest in Lorren. Palpatine wouldn’t invest in the systems of the Outer Rim(Agnland and Bergia) and prioritize the Inner Rim(Lorren). The Government Budget goes down from -5 to -7. * Budget Allocation of Law Enforcement: Nia Morgna expresses her discontent with Rayne's decisions, but he stands firm in his conviction that what he's doing is best for Sordland. * Allocate the funds to the Ministry of the Interior * Form Secret State Police(literally Gestapo). What kind of Palpatine would Rayne be if he didn't have his own secret police? The secret police helps out a lot later on and fits the style of play well. It contains gangs within their home cities, including Koranelli and Skinner cartels(Hutt Cartel and Pyke Syndicate). Hence, going with the interior over justice is an obvious choice. Its Star Wars equivalent is ISB(Imperial Security Bureau). * An Evening Walk with Monica: * Agree to let Monica speak at the Benfi Festival. At the beginning, he didn’t want to approve it. But he thinks maybe a little bit of fake compassion would help his situation with his wife. Ultimately, Rayne will have to sacrifice the speech to win Tory's support, but trying to arrange the speech puts off the marital strife till later. He obviously plays with her and won’t support her cause in the end. * Discussion of Changes to the Tax System: Well, now it's time to pay the piper for all your expensive budget decisions. That payment is higher taxes, which will slow economic recovery. Not taxing, however, means a trade war and pretty much destroys the possibility of economic recovery. * Increase the taxes for Large Corporations (+2 Government Budget) * Increase the taxes for Small and Medium Businesses (+1 Government Budget). * The Budget climbs from -7 to -4. For full roleplaying, we need to increase taxes for all. Palpatine didn’t care about people’s needs and if taxing would give him more budget, why wouldn’t he raise the taxes? Also we don't care about Tusk, taxing large companies more is a must.
