Return to the TowerMethod: Expose Lord Regent Secret Crime Go near tower using the left route and on your left is a room go inside it then go turn the valve then swim to the far end on top left then blink out and take out the guards and enter the tower from the balcony. Blink to the lamps then to his bedroom balcony then blink to the right. By now, you should have bend time level 2. Go to your right you will see arc pylon, use bend time to stop time then blink downstairs and take out the fuel oil. Go to the top and talk to guy. He will tell you the safe code. Go to the bedroom and open the safe to get the voice recording. If Lord Regent is inside, use bend time lv2. Then go back to the radio station and insert the voice recording. Additional Tasks: Inside the basement has a outsider shrine and a rune and the torturer. You can either kill him or knock him out. If you kill him, you will not get clean hands. He will be not affected by bend time. If you knock him out, the stats page will say you defeated him. If you wanna do it, use bend time lv2, use sleep dart on hound then blink to his back and choke him. The Flooded DistrictTarget: Daud When you go to his room you will see 1 guard and Daud. Use bend time lv2 to choke the guard then blink and put his body away. Blink behind daud to choke him then also hide his body. The LoyalistsNo main target but there is non lethal takedown. After you got the blueprint for Pierro, you can choose either kill them or put them to sleep. Pick the second one. The Light at the EndTarget: Admiral Havelock After you go up the tower and enter the room you will see dead bodies and only Havelock is alive. Simply blink behind him and choke him.
